Fix NPC 28611 (Scarlet Captain) in the DK area (#884)

* Fix NPC 28611 (Scarlet Captain): He now shoots from a distance and says the correct text lines on aggro.

* Changed min distance for shoot

* Changed comment concerning the min distance for shoot
