Ceikry aab9177760 fix(DB/Quest) - Omit deprecated Pledge of Secrecy from Goblin and Gnome Engineering Questlines. (#19577 )

* Add level adjustments for Pledge of Secrecy 30->20

* quest_template_addon -> quest_template

* nvim lowercased everything

* Update to remove the Pledge of Secrecy from the chain instead

* Set RewardNextQuest for other horde breadcrumbs as well
