fix(DB/Creature): Add STATE_WORK_MINING emote to certain iron rune laborers (#20297)

Browse Source 
On live servers, the iron rune laborers in the quarry are mining, not
standing still. This change adds the mining emote.

Closes AzerothCore issue #20296
